Capital Improvement Projects Budget

The City of College Station has a five-year Capital Improvement Plan that addresses infrastructure needs in College Station resulting from growth, and aging existing infrastructure.

General government capital projects include streets, parks and public facilities. These projects are typically funded through general obligation bonds, which are authorized by voter approval in a bond authorization election. These bonds are paid back through the property tax.

Other capital projects are used for the infrastructure needs of the electric, water, wastewater, and drainage utilities. These capital projects are also directly related to growth in the community, and infrastructure rehabilitation needs. These projects are typically funded through utility revenue bonds and existing resources in the various utility funds. These bonds are paid back through the utility rates.

The CIP budget document provides the framework for capital improvement projects to be conducted in the current fiscal year, and planned for in the next five years. Summary capital project schedules have been included in the Annual College Station Operating Budget, due to the space limitations within the operating budget document. Additionally, areas of enhanced information conveyed within this document include individual project detail pages and corresponding maps where applicable.

Each project sheet includes:

  • Project number
  • Project manager
  • Funding source
  • Description of purpose and need
  • Funding per year and category
  • Impact, if any on future operating budget
This CIP budget document permits greater communication among city staff, administration, city council, and citizens regarding capital projects. The maps permit officials and citizens a greater understanding of the scope and impact of the specific projects through the illustration of the planned action.
