The Development Engineering Division reviews and permits all Development Projects with engineering components and inspects all public infrastructure for city acceptance. The Development Engineering Division’s primary functions include:

Review and Permitting
Construction Plans and Engineering Reports, Development Permits, Plats, Site Plans, TxDOT Permits, Drainage and Floodplain projects, TCEQ permitting, USACE Permitting, Licenses to Encroach, Right-of-Way Abandonments, Private Improvements in Public Rights-of-Way, Oil and Gas Permits, Driveway Permits, Public Utility Easement Dedications, Surety documents, and Development (oversized participation) Agreements. Preparing, presenting, and general support to the City Council, Planning and Zoning Commission, and Zoning Board of Adjustments.
Inspection
Inspection of all public infrastructure including water, sanitary, streets, and drainage. Includes resolution of field construction discrepancies as well as the evaluation of all testing requirements. This includes both inspections of Development Projects as well as CIP projects from the Capital Projects Department. Also includes the acceptance of public infrastructure and commencement of one-year warranty maintenance obligation from the developer by means of Letters of Completion. Lastly, the construction as-builts are obtained archive actual field construction on hard plans and delivered for inclusion into GIS.
Inspection of private improvements including utility and drainage construction such as most detention ponds and associated Right-of-Way Permits, Driveway Permits, TxDOT Permits, Private Improvements in Public Rights-of-Way, and Site Plans. Also coordinates construction activities with independent Utility companies, College Station Utilities and design engineers.
