Bryan Woods

Bryan Woods

City Manager

Bryan Woods has served as College Station’s city manager since 2018. He previously was the assistant city manager (2017-18) and capital programs manager (2014-17) for the City of New Braunfels. Before entering municipal government, Woods was the vice president/office manager of the engineering firm Coyle-SDA, Inc., where he also served as director of engineering and project manager. Woods earned a bachelor’s degree in construction engineering with highest honors from Southern Mississippi. In addition, he received a master’s in public affairs from the University of Missouri’s Truman School of Public Affairs. Woods has served as a Civil Engineer Corps officer in the U.S. Navy Reserve since 2017, including a year-long deployment to the Middle East.

Jeff Capps

Deputy City Manager

Jeff Capps has worked for the City of College Station for over 30 years and has served as College Station’s deputy city manager since 2018. He previously was an assistant city manager (2014-18). Before entering the City Manager’s Office, Capps served in the College Station Police Department for 21 years, with the last five years being the police chief. Capps is a licensed Peace Officer through TCOLE and remains a member of the International Association of Chief of Police (IACP) and the Texas City Managers Association (TCMA). Capps and his wife, Lisa, have been married and lived in College Station for 32 years. Their children are married and have families of their own.

Jeff Kersten

Assistant City Manager

Jeff Kersten has worked for the City of College Station for over 35 years and has served as College Station’s assistant city manager since 2014 and as chief financial officer since 2006. Before entering the City Manager’s Office, Kersten was director of finance and strategic planning (2004-06) and budget director (1998-04). His career with the City began as a lifeguard and pool manager (1988-91). Kersten earned a bachelor of political science and a master of public administration, both from Texas A&M University. He is a Government Finance Officers Association (GFOA) member and International City/County Management Association (ICMA) member.

Jennifer Prochazka

Jennifer Prochazka

Assistant City Manager

Jennifer Prochazka has served College Station as an assistant city manager since 2020. She began her career with the City of College Station in 2000 and has held positions in land development, neighborhood planning, comprehensive planning, and economic development during that time. Over the last two decades, she has authored numerous community and strategic plans and led many successful public engagement campaigns. Prochazka has also worked as an adjunct Economic Development Specialist for the Texas A&M Engineering Extension Service (TEEX), focusing on comprehensive planning for various Texas cities. Prochazka holds a bachelor of environmental design and a master of urban planning, both from Texas A&M University, and is a certified city planner. She has also served on the professional advisory committee for both the undergraduate and graduate planning degrees in the College of Architecture at Texas A&M since 2006. Prochazka and her husband Colby have lived in College Station for 27 years and have four children.

Michael Ostrowski

Chief Development Officer

Michael Ostrowski has worked for the City of College Station since 2020 and has served as the chief development officer since 2024. He previously was the director of planning and development services since (2020-24). Prior to serving with the City of College Station, Ostrowski served in planning and economic development roles for the City of San Marcos and Stevens Point, Wisconsin. Ostrowski holds a bachelor’s degree in economics, political science and public administration from the University of Wisconsin-Stevens Point, and a dual Master of Public Administration and Master of Urban Planning degree from the University of Wisconsin-Milwaukee. Ostrowski is both a certified planner (AICP) and certified economic developer (CEcD).

Chief of Staff

Ross Brady has worked for the City of College Station since 2018 and has served as chief of staff since 2023. He previously was the assistant to the city manager (2022-23) and a budget analyst (2018-22). Brady earned a bachelor of urban and regional planning from Texas A&M University and a master of public administration from Texas A&M University’s Bush School of Government and Public Service. After completing graduate school, Brady served as a fellow in ICMA’s Local Government Management Fellowship, working for the City of Fort Lauderdale, Florida. After his fellowship, he continued to work for the City of Fort Lauderdale as a budget analyst before returning to Texas.

Barbara Moore

Barbara Moore

University and Community Relations Manager

Barbara Moore is the University and Community Relations Manager for the City of College Station. Previously, she was an Assistant to the City Manager and the City’s Neighborhood and Community Relations Coordinator for 12 years. In that role, where she worked with neighborhood leaders across the city. Currently, she continues to lead the city’s neighborhood, community, and university relations efforts, along with several civic engagement programs. She has been with the City of College Station for 17 years. She is a 1992 graduate of Jackson State University, a historically black university in Jackson, MS, with a Bachelor’s Degree in Communications and Journalism and a 1996 graduate from the Daniel J. Evans School of Public Affairs at the University of Washington in Seattle where she earned a Master’s Degree in Public Administration with an emphasis in Education and Social Policy. Soon after that, Barbara began volunteering and working with churches, non-profits, and grassroots organizations helping them develop programs, outreach strategies, and obtain funding. She is married to her college sweetheart; Anthony and they are the parents of 3 young adults and first-time grandparents.

Taitelyn Morris

Taitelyn Morris-Wise

Neighborhood Services and Community Relations Coordinator

Taitelyn Morris-Wise has served as College Station’s neighborhood services and community relations coordinator since 2023. She previously worked for the Texas Legislature and in public education. In 2020, she interned at College Station’s Internal Audit Office. Morris-Wise earned a bachelor of agricultural economics from Texas A&M University and a master of public administration from Texas A&M University’s Bush School of Government and Public Service. In 2024, Morris-Wise obtained a Certificate in Town and Gown Relations from the International Town and Gown Association (ITGA). Morris-Wise has lived in College Station since 2017, with brief stints in Austin and Washington DC. She and her husband have two pets, Ranger and Slippers.

Celia Hernandez

Celia Hernandez

Executive Assistant to the City Manager

Celia Hernandez has worked for the City of College Station for 32 years and has served as the executive assistant to the city manager since 1994. Hernandez and her husband (Daniel) have been married for 42 years; they have three children and seven grandchildren.
